The adventure-configured KLR is a 3-piece answer, not a single bag: OEM Kawasaki side-case racks as the mounting spine, throwover soft saddlebags on top, and a tail bag or dry roll strapped to the passenger seat. Owner reported: the bike carries this without preload changes; the pipe on the right sets the shape.
On the KLR most riders pick soft: leg safety in tip-overs, lighter and narrower for two-track, cheaper and easier to repair. Hard boxes need a full pannier frame the KLR does not ship with. Soft throwovers plus the OEM side rack cover 90% of the touring case without touching the subframe.

Rider, passenger, baggage and accessories combined, Kawasaki sets a total payload limit of 182 kg for the 2026 KLR 650. That is a total for the whole load, not a luggage allowance. That combined figure and the rack figure on this page measure different things. The rack figure is only what may sit on the rack itself.
Kawasaki prints a rear carrier rating of 9 kg maximum in the owner's manual. Each factory saddlebag is limited to 5 kg. The 9 kg carrier limit and the 5 kg per saddlebag sit inside the 182 kg total. They are not additional to it. Kawasaki also sets a loaded speed limit of 130 km/h when carrying a passenger or cargo, which is a cap on how fast the bike should be ridden once loaded, not a top speed.
Kawasaki's own loading instruction, as printed: carry all baggage as low as possible to reduce the effect on the centre of gravity, distribute the weight equally on both sides, and avoid baggage that extends beyond the rear of the motorcycle. Kawasaki adds that a luggage rack is designed for light items and that overloading it changes weight distribution and aerodynamic forces.
